Introduction
of Environmental Impact Assessment:
To conserve and improve the quality
of Environment and to control and mitigate the pollution of environment, the
government of Bangladesh enacted the Environment Conservation Act, 1995
(ECA’95) which became effective from June, 1995. Section 12 of ECA’95
stipulates that ‘No industrial unit or project shall be established or undertaken
without obtaining environmental clearance from the Director General, Department
of Environment (DoE) in the manner prescribed by the rules. A set of the
relevant rules to implement the ECA,’ 95 has recently been promulgated (August,
1997).
The rules mainly consist of:
•Categorized
list (green, orange and red) of the projects
•Application
format to take environmental clearance
•Ambient
standards in relation to water pollution, air pollution and noise, as well as
permitted discharge/emission levels of water and air pollutants and noise by
industries.
Objective
of the Study of Environmental Impact Assessment:
The aim of EIA is to identify all the significant impacts on
the environment, which result from the construction and operation of the plant.
Where the impacts are deemed unavoidable the EIA will propose cost-effective
mitigation measures to be adopted by the authority. The EIA shall be governed
by the regulations and guidelines of the Government of Bangladesh.
