Introduction of Environmental Impact Assessment: To conserve and improve the quality of Environment and to control and mitigate the pollution of environment, the government of Bangladesh enacted the Environment Conservation Act, 1995 (ECA’95) which became effective from June, 1995. Section 12 of ECA’95 stipulates that ‘No industrial unit or project shall be established or undertaken without obtaining environmental clearance from the Director General, Department of Environment (DoE) in the manner prescribed by the rules. A set of the relevant rules to implement the ECA,’ 95 has recently been promulgated (August, 1997). The rules mainly consist of: • Categorized list (green, orange and red) of the projects • Application format to take environmental clearance • Ambient standards in relation to water pollution, air pollution and noise, as well as permitted discharge/emission levels of water and air pollutants and noise by industries.
